The Board of Directors of Marchiano Ministries has taken the following resolutions with regard to the financial framework for the film production, The Gospel According to John, for the purpose of insuring strong stewardship, protection, and accountability:

Background

The goal of Marchiano Ministries is to produce and distribute a Word for Word, verse by verse, fully dramatized film adaptation of The Gospel According to John, using the New International Version of the Holy Scriptures.

The following resolutions will pertain to all aspects of pre-production, production, post production, and distribution of this film. In order to accomplish these, significant funds need to be raised of $20-25 million dollars.  The source of funding is anticipated to be individual donor support - everyday believers, church communities, other ministries… who embrace the vision for this project and its ministry/outreach potential.

Stewardship Initiatives

• An independent Finance Advisory Committee, removed from the daily operational activities is hereby established to provide oversight, accountability, and approval for disbursement of funds.
  1. Pastor Gary Curtis and Financial Advisor, Louis Eksteen, of Church on the Way, Van Nuys, California presently form this committee, with the option for more members to be added as the Lord leads.
  2. Approval for disbursements will take the forms of general budgetary pre-approval for operational items such as travel and overhead, and specific approval for major disbursements of $1000 or more.
  3. This committee is required to physically meet quarterly, and as frequently as is necessary through the life cycle of the project.
  4. The committee is to provide quarterly reports to the Board of Directors of Marchiano Ministries.
• A separate bank account is to be established for the express purpose of receiving and distributing funds in relation to The Gospel According to John, that funds will not be commingled with those of other, unrelated Marchiano Ministries projects.
• Check payments will require two signatures. This principle of submission will serve the ministry well.
• An independent audit or review of all financial records will be conducted annually by an independent CPA firm.
• Management of Donor Funds
• Funds over and above those necessary for operational expenses will be deposited in no risk, interest-bearing accounts, to be collected and held for the actual production of John exclusively and for no other Marchiano Ministries activity or otherwise.
• In fullness of responsibility to donor trust, on August 28, 2009, the progress status of John will be evaluated by the Financial Advisory Committee as well as this Board. If it is determined that actual progress is insufficient to support viability, Marchiano Ministries will:
  1. Advise all donors of such determination.
  2. Request donors to name a ministry of their choosing to which their donated funds will be transferred by Marchiano Ministries.
  3. In the event that an individual donor cannot be contacted, Marchiano Ministries will transfer the full amount of that individual's contribution toward the making of John to Campus Crusade for Christ, The Jesus Film Project, as it most parallels our purpose and objective, and thus is most likely in accord with our donor's hearts in giving.

In conclusion, we, the Board of Directors of Marchiano Ministries, are committed to the full protection and maximization of every donated dollar, to the full measure of accountability and stewardship of the resources God places within our management, and to an extreme level of responsibility unto God and to our supporters.  We establish these resolutions this day unto those commitments and objectives.  Glory to the Name of Jesus!
